Trigger Send Plan Sla Watchdog

T-1149: SLA watchdog over the send-plan Prefect flows — deployment staleness + draft throughput + rebuild-queue hygiene, alerting #alerts with one-post-per-incident mechanics. External k8s CronJob posts here every 5 min; runs outside the Prefect worker failure domain by design. Full contract: api/outreach/send_plan/sla_watchdog.py.
