Trigger Cycles Health
Alert when a watched inline tick stops completing, plus the data-level outreach health checks. Called every ~5min by cron.
Heartbeat-wise this now watches ONLY the send-plan external-cadence ticks (see _WATCHED_TICK_KINDS) — the recurring outreach cycles live on Prefect and their liveness is the SLA watchdog's check 7 (T-733 Ф5).
A heartbeat that was never written (cold start) is primed to "now" on first sight instead of alerting — measurement starts from there.
