Trigger Ledger Delivered Sweep

One-shot: report settled (non-bounced) sends to the exreacher ledger as 'delivered' facts (T-763; T-1961 freshness-gate fuel). Called nightly by cron. Sweeps the 3-day window ending 1 day ago in hour slices, deduped to one fact per address per 7 days; ledger idempotency + the dedup make reruns harmless.
