Trigger Send Plan Enrich Autoscale

T-733 Ф6: demand-driven scheduler tick for the send-plan ENRICH stage — same contract as the send autoscale above (count the due enrich frontier, top Prefect up to the demand-derived target; the deployment's concurrency_limit is the hard cap). Replaces the deployment's five interleaved static crons. External k8s CronJob posts here every minute. Full contract: api/outreach/send_plan/autoscaler.py. Always answers 2xx so the CronJob's curl -f stays green.
