Trigger Send Plan Reconcile Tick

T-1282 Phase 0: external minute-cadence trigger for send-plan-reconciler — spawns ONE run whenever none is already active (the sweep's work signal is a stateless event-detection poll, not a queue count, so idle-only gates it — see api/outreach/send_plan/reconcile_tick.py's module docstring). Ships inert: the k8s CronJob is suspended until explicit un-suspend (Ф2). Always answers 2xx so the CronJob's curl -f stays green.
