Replan Deal Route

Enqueue a per-deal replan job for the pipeline agent.

Generates a fresh pipeline_run_token, writes it to the deal row, and enqueues a pipeline_deal_replan job carrying the token. Older queued jobs for the same deal abort as superseded when they pick up because their stored token no longer matches the row's current token.
