Create Deal Sync Run

Start a fast-cycle deal sync for the org.

Enqueues a pipeline_deal_sync background job. The dispatcher in services/job_processor.py routes it to the deterministic Python sweep (run_deal_sync_for_org) — no Managed Agent invocation.

The hourly scheduled routine calls the same underlying sweep directly; this endpoint is available for manual triggering / ops. force=true bypasses the normal sparse email cadence and stale-check window for a user-requested catch-up; the per-run safety cap and per-deal idempotency still apply.
