Section Search

Search a phrase inside a section kind across documents with full text.

For every candidate doc (source-scoped, full_text != '', ordered most- recent, capped at max_docs), split sections and keep hits only from the requested kind. Returns per-doc hits with section attribution, plus a coverage tally so agents know how many docs actually carry the section.
