Charge the flat DSPy examples export fee (paid plans only, idempotent)

Deduct the flat DSPy-examples export fee from a tenant's credit balance.

Idempotent on idempotency_key: a retried call replays the original charge (charged=False) instead of double-billing. Free-tier tenants are rejected with 403 — purchasing the export bundle requires a paid plan, the same gate as training. Insufficient balance returns 403 with a detail shape matching the training rejection so existing Emio parsing applies.
