Drop per-tenant rate-limit overrides (admin only)

Delete the override row entirely so the tenant inherits all defaults.

Returning 200 rather than 204 because the body carries the post-delete effective spec — useful for the admin UI to refresh the panel without a follow-up GET. Idempotent: deleting an absent row returns deleted: false but is otherwise a no-op (no 404).
