Flush the local API-key cache on this worker (admin only)

Drop every cached API-key lookup on the worker that handles this request.

Note: in-process cache is per-uvicorn-worker. With multiple workers a single call only flushes the worker that happens to receive it; other workers refresh naturally after their TTL expires.
