Flush the local rate-limit override cache on this worker (admin only)

Drop every cached override on the worker that handles this request.

Same per-worker caveat as the API-key cache flush: with multiple uvicorn workers a single call only flushes one of them. Other workers refresh naturally after their 60 s TTL.
