Look up a booking FX rate, with last-known-good fallback (admin only)

Rate to convert 1 base into quote on a given date.

rate_date in the response is the date of the rate actually used, which may be earlier than requested_date: the ECB does not publish on weekends or TARGET holidays, so a Sunday resolves to Friday.
