Look up a link-flow ceremony by its 32-character token, scoped to the authenticated owner and universe. Reconnecting an existing conversation can replace the pending connection ID; this returns the effective ID. It does not confirm downstream webhook processing. Responses are not cached. Normal API rate limits apply; back off on 429.
