Give the workspace a wallet of its own [write, owner or admin]

Available in every workspace, even with only its owner. From then on a new session a member starts in the workspace is paid from this wallet unless its request names payer personal, and is refused with 402 workspace_wallet_empty while the wallet holds nothing. Sessions that already exist keep the payer recorded for them. Repeating the call returns the wallet that exists.
