Answer a member's request for a higher monthly limit [write, owner or admin]

A member who reaches their monthly limit is not only refused: the task they started or wrote to waits, holding what it was given, and a request is raised (limit_requests on the wallet, and a spend request on the task). raise sets the member's limit to the amount the request offered and sends on what every waiting task of theirs was holding; decline closes this request and drops what its task held. 404 when the request is not open.
