Cancel an unclaimed chat setup [write]

Changed on

Revokes only an owned, unbound PENDING connection with a pending link. Serializes with claims and bindings; returns 409 connection_not_pending if already claimed or bound. Repeating an already canceled pending setup returns 204. Does not disconnect connected chats or emit a channel.disconnected webhook.
