Remind Document Recipient

Send one signing reminder to a still-unsigned recipient.

Reuses reminder_service -- the same send path, cap, spacing, sequential can_sign_now gate, and send_invite policy as the cron sweep and the dashboard JWT route. REMINDERS_ENABLED does not apply; this is owner-initiated. Envelopes sent with send_invite=false are refused unless override_send_invite is true -- the integrator that owns delivery owns the nagging too.
