Get the structured agenda by session number (MED-1086 / E1.3m)

Session-number-addressed sibling of /cohorts/{cohortId}/sessions/{sessionId}/agenda. Returns the same agenda bundle for the (cohort, group_coaching, session_number) scope, but reachable before any groups exist. Returns an empty bundle for an un-authored session number (no 404).
