Mark session content complete by session number (MED-1232 / E1.3)

Session-number-addressed sibling of /cohorts/{cohortId}/sessions/{sessionId}/agenda/complete, for the pre-groups Build Content entry point (MED-1086 / E1.3m). A CM can release a session number's content before any groups (session rows) exist. Same one-way semantics and AC3 precondition (422 when the persisted agenda is missing required fields).
