Create an invoice (payment request)

No signature or API key needed. Only verified tokens of the network are accepted, by address or symbol: a cloned token with its own pool would let the creator sell a fake at any price. The payer can pay with any token on that network (see /invoices/{id}/pay). Rate-limited 10 per minute and 200 per day per IP.
