Retrieve conversation policy

Use to check whether AI responses are paused or human ownership is active before a requested policy change. Use list_conversation_handoffs for why a handoff/review occurred and its saved events. Requires conversations:read. Returns current policy status, manual ownership, timed freeze and handoff status. A past or absent freeze timer does not override manual mode, unresolved handoffs, archived or blocked state.
