Upload Dataset File

Uploads one CSV, XLS or XLSX file (multipart field file, max 30 MB) with an optional metadata JSON string and creates a dataset record; the bulk upload screen calls it once per file. Requires the dataset-bulk-upload extension to be enabled for the organization (403 otherwise). Requires role: Admin or Editor
