Remove Missing Ctrl

Deletes the listed use cases (projects and their data) that are still flagged as missing in Jira. Syncs never delete. Requires the jira-assets extension to be enabled for the organization and the extension.admin permission (Admin); 403 otherwise.

Removed the listed use cases still flagged as missing in Jira ({ removed, links_removed, unlinked, skipped, skipped_items }). removed counts use cases (projects) deleted and links_removed the links that went with them; unlinked counts links whose project is not in this organization (only the link was deleted); skipped_items lists [{ id, reason }] with reason no_longer_missing, not_found, changed, has_live_links or other_links_not_selected (a use case is removed only when all its missing links are in the request)
