Check if can send message

Validate if a message can be sent within WhatsApp's 24-hour window.

Returns:

  • canSend: Boolean indicating if message can be sent
  • reason: Explanation if cannot send
  • hoursRemaining: Hours left in 24h window (if applicable)

24-Hour Window Rule: WhatsApp Business API only allows messages within 24 hours of the last business-initiated message. After 24 hours, customer must send a message first to reopen the window.
