Recover missing video recommendations

Owner-only, idempotent on-demand recovery for videos that the fire-and-forget generation task lost (e.g. an API restart during its short window). Returns existing videos untouched if any exist; otherwise generates them durably (awaited, in-request, so it survives) for a completed check and returns them.
