Generate short-lived SSE stream token

Generate a short-lived, check-scoped token for SSE progress streaming.

Use this token as ?token=<token> in the GET /progress EventSource URL instead of passing the full JWT in the query string.

Token is valid for 5 minutes and scoped to the specified check ID.
