List who applied to an open task

Most tasks taken on first; ties go to whoever applied first. Pass nextOffset as offset for the next page; it is null on the last. Each applicant includes their member id, name, headline, photo, location, completed tasks, public rating, and application date. Pitches, resumes, application status, and contact details are never included. Same as the list_task_applicants MCP tool.
