Approve turned-in work

Moves the task from submitted to rating and rates the worker: score (1 to 5) and description are required, stay private until the worker rates back, and can't be changed. Nothing is paid yet: the worker's rating of the poster (POST /api/tasks/{id}/rating) completes the task and pays them. Same as the approve_work MCP tool.
