Platform Storage Track Existing

Register a pre-existing S3 object as a storage_files row under the user's Apps/<App Title>[/<kind>]/ folder, WITHOUT re-uploading.

Backfill path. The old per-app /api/uploads/presign flow wrote objects to S3 with no Storage row; this endpoint adopts those keys so they show up in the workspace Storage UI alongside everything else. Idempotent on (s3_key) — re-running won't create duplicates.

Internal-key only — the worker / backfill script reaches it from inside the VPC and supplies the installation_id + s3_key directly.
