Create Draft

Mint a NailArtJob in 'draft' status with no inputs yet.

Returned id becomes the upload key prefix for the presign route (apps/nail-art/{id}/inputs/...). The frontend then calls /api/jobs/{id}/submit once all inputs are in place.
