Recompute Import Readiness

Re-run the readiness checklist + capabilities audit against the job's current platform_payload and re-save them. For jobs whose extraction already completed but where techpackImportReadiness/techpackImportCapabilities failed to persist (e.g. a schema-validation drop swallowed at save time) -- lets us repair an existing job without re-running the (slow, costly) extraction itself.
