Send Typing Indicator

Publish a short-lived dm.typing event to the recipient.

No DB write — clients render the indicator for ~3 s and clear it if no follow-up event arrives. Rate-limited so a misbehaving client can't spam the bus. Eligibility (block check, DM-disabled agents, etc.) is enforced exactly as it would be on the actual message-create endpoint.
