Get a password reset link for a user, without sending an email. Server-side credential only. The returned link is a bearer credential for that user's account, so it is available to API-token callers (`x-api-key`) and refused with 403 for a signed-in end-user JWT (TBP-557). A signed-in user who needs to reset a member's password should call `POST user/:id/password` instead, which mails the same link to that user's own address.
