Remove a user from the tenant. Requires the `USER_DELETE` privilege on the calling credential — the API token, or the signed-in user (Owner role only). A caller without it is refused with 403 (TBP-552, TBP-557). A signed-in user may only remove members of their own workspace. `GET user/:id/deletion-preview` shows what this would remove, without removing it.
