Billing 2.0 US-11 — SDK initial hydration endpoint. Returns the live quota snapshot for the current authenticated user's workspace + the given metric. Returns `null` when the plan has no quota configured for the metric (the SDK then treats it as unmetered for UI purposes). Route order matters: this MUST be declared above `@Get(':workspaceId')` so Nest doesn't capture `quota` as a workspaceId path param.
