Returns each country's latest short-term US Treasury holdings broken down into Treasury bills and other short-term claims, plus aggregate totals. Source: Treasury TIC bulk ingest (schema v2 envelope). 503 with tic_banking_not_initialised if the upstream banking series is not present in the current snapshot.
