Latest LT + ST aggregated TIC holdings per country

Snapshot combining each country's latest long-term + short-term Treasury holdings. The aggregated view is precomputed in ingest (deterministic LT+ST join) and served from the schema v2 envelope. 503 tic_aggregated_not_available if the aggregated key is absent (legacy v1 envelope OR upstream banking missing so join was skipped).
