Read one Series Bible character.

One character of the project's Series Bible (?character= its id, or any name the Bible or the cast canon knows them by), with the Bible's currentVersion to send back as expectedVersion. Nobody by that name is a 404 character_not_found naming the characters the Bible has. Scope: story:read.
