Read one destination video deliverable: the deliverable with every variant, its own test-case script, its resolved primary destination and its saved surface scout (the ranked surface moments, or null when none is saved). A destination row that was switched off or whose spec now fails its check never makes the deliverable unreadable: destination is null and destinationUnavailable says why. A read: it never derives, checks or builds a packet.
