List Provider Model Tiers

What each provider's quality tiers resolve to, whoever you are.

GET /connections answers "what can you pick", and deliberately omits a connection nobody can select. That makes it the wrong source for the surfaces that describe a provider before the user has one -- the connect dialog, and the plan cards selling a plan they have not bought. Those need "ChatGPT's Advanced tier is 5.6 Sol", which is a fact about the catalog rather than about this user's entitlements.

User-scoped only because the engine is: which model a tier maps to depends on the path a turn will run on. Says nothing about access.
