Trigger Dream Pass

Fire a dream pass and return 202 + job_id immediately.

Frontend polls GET /api/admin/memory/{user_id}/dream/{job_id} for progress. Runs ONLY the dream pass submitter — for the full nightly fan-out use POST /{user_id}/nightly. The pass goes through the same guard as the nightly one: it skips behind a fresh open pass of the account unless force expires that pass first. force does not take a lock another pass holds.
