Bulk Content Action

Apply a publish-status action to up to 500 content items in one request.

Replaces the portal bulk bar's N-parallel-single-request pattern. The mutation is a single UPDATE scoped to the caller's org; ids that don't resolve inside the org (cross-org, deleted, unknown) are reported in failed and never touched. publish enforces the same upload_status == "ready" gate as PATCH.
