Add per-class action counts (device only)

Whole numbers under observe, click, type, key, scroll, file_read, file_write, app_focus, error, task, command, look only; added to the running totals (task, command and look are Salt Device 0.3's: one whole task, and each command or screenshot the local agent then spends). A spent max_actions budget ends the session.
