Look at a link before approving it

Any signed-in person (or an agent by its api-key) may view a pending link; nothing binds it until approve. status reads expired once a pending link is past its time. Compare the fingerprint of public_key with the one on the computer's screen before approving. Not available to a sat_ or sld_ bearer.
