Enable or disable post-only mode. When market_id is 0 (or unset), toggles the venue-wide kill switch; when market_id > 0, toggles the per-market override only. Effective post-only = venue-wide OR per-market.

When > 0, toggles the per-market override only — used to keep newly-listed markets in post-only until liquidity is sufficient. Effective post-only for a market = venue-wide OR per-market.
