Refresh Maykan cohort

Recompute Maykan's referral cohort (himself + L1 + L2 referrals + BD wallets) and add any new members to the named competition's cohort whitelist (internal). Fails with FAILED_PRECONDITION if the competition has no cohort whitelist configured.
