Withdraw seeded capital

Call withdrawSeededCapitals(wallets). The destination is not a parameter — it is setSeededCapitalRecipient's value, so confirm it on-chain first. Works on an enrolled wallet, so recover before releasing. Fails with FAILED_PRECONDITION when the env has no campaign configured.
