Record a manual affiliate payout settlement

Record an out-of-band payment already made to the affiliate outside the on-chain claim flow (e.g. a manual bank transfer, or a correction while the claim path is down). Recorded as an already-CONFIRMED ADMIN_PAYMENT settlement; idempotency_key makes a retried request safe to resend (internal).
