Links a data field to an impact area, attributed to the caller, drops the cached classification views of that area and its ancestors, and answers the link as stored. 409 impact_area_to_datafield_link_exists when the pair is already linked. dataFieldId and impactAreaId are required: legacy also stored a link with no data field or with an empty impact area as NULL. An empty description is kept; unknown keys are dropped. Answers 201 with { data, metadata }; legacy answered 200 with the bare row.
